OFFICE OF THE PRINCIPAL CHIEF CONSERVATOR OF FORESTS
ARANYA BHAWAN, CHANDRASEKHARPUR, BHUBANESWAR-23.
Applications are invited from the eligible candidates for recruitment to the posts of Forest
Guard in different Divisions /Offices in Orissa Forest Department for filling up of vacancies under direct
recruitment quota in accordance with the Orissa Sub‐ordinate Forest Service (Method of Recruitment
and Condition of Services of Forest Guards) Rules, 1998.
Post: ‐ Forest Guard
Scale of Pay : ‐ Rs.4440/‐ to 7440/‐ with Grade pay Rs.1650/‐ per month with usual D.A. and other
allowances as admissible.
Eligibility:‐
1. He/She shall be a citizen of India.
2. He/She shall be able to speak, read and write Oriya fluently and must have passed an
Examination in Oriya language in M.E. school standard.
3. He/She shall have a good character.
4. He/She must have passed High School Certificate examination (10 +) from a recognized
Board/Institution.
5. He/She must have registered his/her name in any Employment Exchange within the
jurisdiction of the respective appointing authority before submission of the application.
Age:‐
(1) Minimum ‐ 18 years, upper age limit – 32 years as on 01.07.2015
(2) The upper age limit shall be relaxable by 5 (five) years in case of Scheduled Tribe,
Scheduled Caste, Women, and Socially & Educationally Backward class candidates.
(3) Period of continuous service in Armed Forces of the Union (not less than six months) shall
be deducted from the actual age to determine the upper age.
Reservation:‐
The Orissa Reservation of Vacancies in posts and Services (For Scheduled Castes &
Scheduled Tribes) Act, 1975 and Rules made there under and orders regarding reservation of
posts in services for sports persons, socially and Educationally Back‐ward Classes, Ex‐Service
personnel and Women respectively shall be applicable to the service.
Provided that, no physically handicapped candidate shall be eligible to be appointed
to the service.

Physical Standard:‐
1. The minimum physical standard of the candidate shall be as follows for different categories.

2. The candidates of all categories shall be examined by the Chief District Medical Officer/Chief
Medical Officer of the district to testify that they possess sound health and general physical
fitness for outdoor work in Forest Department.
3. The candidate must be of sound health, good physique and active habits and be free from
any organic defect or bodily infirmity.
How to Apply:‐
1. Eligible candidates shall apply to the concerned appointing authority in the prescribed
application form on or before 8th September, 2011 during working hours either by registered
post or hand. The application must be correctly filled in and complete in all respect. Incomplete
applications and applications incorrectly filled in shall be rejected. Applications received after 8th
September, 2011 shall not be entertained. The concerned authority shall not be held
responsible for any postal delay.
2. The application shall be submitted along with attested photocopies of the following documents
positively. If copy of any one of the following documents is not enclosed to the application, then
it will be treated as incomplete and liable to be rejected.
a) Copy of H.S.C. (10+) Examination Certificate duly attested by an Officer not below the rank
of Group‐“B”.
b) Copy of Mark sheet of H.S.C. (10+) duly attested by an Officer not below the rank of Group‐
“B”.
c) Two Passport size photographs duly attested by an Officer not below the rank of Group‐
“B”and signed by the candidate in ink on the front.
d) Copy of Caste Certificate issued by competent Revenue Authority in case of SC/ST/SEBC
candidates duly attested by an Officer not below the rank of Group‐“B”.
(Caste certificates issued by Tahasildar / Addl. Tahsildar having jurisdiction over the
permanent place of residence of the candidate shall only be accepted.)
e) Copy of the Employment Exchange Registration Card duly attested by an Officer not below
the rank of Group‐“B”.
f) Copy of Sports/athletic Certificate(s) showing representation in inter‐school
meet/representing in the Circle or District in school meet/ representing in the District in
Junior or Senior inter‐district meet/ representing the State in Junior or Senior National
meet/ representing Nation in international meet and winning medals in any of the above
meets, duly attested by an Officer not below the rank of Group‐“B”.
g) Copy of the required certificate, duly attested by an Officer not below the rank of Group‐
“B”, if claiming reservation of posts in services for Sportsperson.
h) Copy of certificate from the District Sainik Board in case of Ex‐serviceman candidate, duly
attested by an Officer not below the rank of Group‐“B”.
i) Five self addressed and stamped (Rs.25/‐) envelope of size 22 cm X 10 cm(Brown colour).
j) Copy of character certificate issued by an Officer not below the rank of Group‐“B”of the
State Government.
Issue of Admit Card for written Test:
Admit Cards for written test shall be issued by the concerned appointing authority indicating
date, time and venue, to those eligible candidates whose applications are correct and complete in all
respect. The list of eligible candidates asked to appear at the written test will also be displayed on the
notice board in the Office of the concerned appointing authority. The eligible candidates who do not
receive admit card two days prior to the date of written test may contact the concerned appointing
authority in person.
Written Test:‐
The Written test will be conducted on 25th September, 2011(Sunday) in two subjects i.e. Oriya
Language and Mathematics of Class‐IX standard. Each paper will be of one hour duration. Each paper
will carry 25 marks. The question papers of written test shall contain questions both of subjective and
objective types. If any candidate resorts to unfair means and impersonation during written test, his /her
candidature for the entire process of selection shall be cancelled and he/she shall be debarred from
appearing at future examinations. The names of candidates qualified in the written test shall be
displayed on the Notice Board in the Office of the concerned appointing authority.
Verification of original certificates:‐
The candidates who qualify in the written test shall be intimated to attend the Office of the
concerned appointing authority for verification of original certificates. Any candidate found possessing
invalid/forged certificate shall be treated as disqualified and shall not be allowed to undergo subsequent
test i.e. physical standard test. The appointing authority shall prepare the score sheet of the candidates
who possess valid/genuine certificates as per rules.
Measurement of Physical Standard:‐
The eligible candidates, who qualify in the written test and whose original certificates are found
to be genuine on verification, shall undergo Physical Standard test i.e. measurement of height (for both
male and female candidates) and chest (only for male candidates). The exact date, time and venue for
the purpose shall be intimated to the candidates by the concerned appointing authority and the same
shall also be displayed on the notice board of his/her Office. The names of candidates who qualify in the
Physical Standard test shall be announced by the concerned appointing authority and displayed on the
Notice Board of his/her Office. Those candidates, who qualify in the physical standard test, shall only be
allowed to undergo the subsequent test i.e. cycling test. The concerned appointing authority shall
prepare score sheet of the candidates who qualify in the physical standard test as per rules.
Cycling Test:‐
In cycling test, the male candidates are required to cover 1.6km within 3(three) to 5(five)
minutes and females candidates are required to cover 1.6 Kms within 8(eight) to 10(ten) minutes.
Candidates covering the distance in the minimum time prescribed shall be entitled to additional two
marks as per rule. The exact date, time and venue for the purpose shall be intimated to the candidates
by the concerned appointing authority and also shall be displayed on the notice board of his/her Office.
The names of candidates, who qualify in the cycling test, shall be announced by the concerned
appointing authority and displayed on the notice board of his/her Office. Those candidates, who qualify
in the cycling test, shall only be allowed to undergo the subsequent test i.e. walking test. The concerned
appointing authority shall prepare score sheet of the candidates who qualify in the cycling test as per
rules.
Walking Test:‐
In Walking Test, the male candidates are required to cover 25(twenty five) kms and the women
candidates are required to cover 16(sixteen) kms within 4(four) hours. The candidates who cover the
distance within a period of 3(three) hours or 3.30(three and half) hours will be entitled for extra marks
as per rules. The exact date, time and venue for the purpose shall be intimated by the appointing
authority to the candidates and also shall be displayed on the notice board of his/her Office. The
appointing authority shall announce the names of the candidates who qualify in the walking test and
display the same on the notice board of his/her Office. The appointing authority shall also prepare the
score sheet of the candidates who qualify in the walking test as per rules. The candidates, who qualify
in the walking test, shall only be allowed to undergo the subsequent test i.e. Medical Test.
Medical Test:‐
The eligible candidates, who qualify in the written test, physical standard test, cycling test and
walking test shall be examined by the Chief District Medical Officer/Chief medical Officer of the district
to testify that they possess sound health and general physical fitness for outdoor work in Forest
Department. The concerned candidates shall be intimated about the exact date, time and venue for the
purpose by the appointing authority depending on the programme intimated by the Chief District
Medical Officer/Chief Medical Officer of the district to the former. The names of the candidates, who
qualify in the medical test, shall be announced by the appointing authority and displayed on his/her
notice board.
Viva Voce:‐
The eligible Candidates, who qualify in all the above tests such as written test, verification of
certificates, physical standard test, cycling test, walking test, and medical test, shall appear at the vivavoce
test to be conducted by the Selection Board. The concerned candidates shall be intimated about
the exact date, time and venue for the purpose by the concerned appointing authority.
Select List:‐
The Selection Board shall prepare a list of candidates in order of merit on the basis of total
marks secured in Written Test, performance in High School Certificate Examination (10+), achievement
in sports and athletics, Physical Standard test, Cycling Test, Walking Test and viva‐ voce. Thereafter, the
Selection Board shall prepare a list of successful candidates equal to the number of vacancies under
each category. This list after being approved by the appointing authority shall be the “Select list” of
candidates for appointment against the vacancies in the grade of Forest Guards under direct
recruitment quota and the said list shall be announced by the concerned appointing authority.
The selected candidates shall undergo necessary training for a period of six months in any of the
Forest Guards’ Training School in Orissa on stipend to be decided by Government. The selected
candidates shall execute a bond before joining training. On successful completion of training, they will
be appointed temporarily in the post of Forest Guard for a probation period of one year. On successful
completion of both training and probation period, they will be confirmed in the post of Forest Guard.

Applications are invited from the eligible candidates for recruitment to the posts of Forest
Guard in different Divisions /Offices in Orissa Forest Department for filling up of vacancies under direct
recruitment quota in accordance with the Orissa Sub‐ordinate Forest Service (Method of Recruitment
and Condition of Services of Forest Guards) Rules, 1998.
Post: ‐ Forest Guard
Scale of Pay : ‐ Rs.4440/‐ to 7440/‐ with Grade pay Rs.1650/‐ per month with usual D.A. and other
allowances as admissible.
Eligibility:‐
1. He/She shall be a citizen of India.
2. He/She shall be able to speak, read and write Oriya fluently and must have passed an
Examination in Oriya language in M.E. school standard.
3. He/She shall have a good character.
4. He/She must have passed High School Certificate examination (10 +) from a recognized
Board/Institution.
5. He/She must have registered his/her name in any Employment Exchange within the
jurisdiction of the respective appointing authority before submission of the application.
Age:‐
(1) Minimum ‐ 18 years, upper age limit – 32 years as on 01.07.2015
(2) The upper age limit shall be relaxable by 5 (five) years in case of Scheduled Tribe,
Scheduled Caste, Women, and Socially & Educationally Backward class candidates.
(3) Period of continuous service in Armed Forces of the Union (not less than six months) shall
be deducted from the actual age to determine the upper age.
Reservation:‐
The Orissa Reservation of Vacancies in posts and Services (For Scheduled Castes &
Scheduled Tribes) Act, 1975 and Rules made there under and orders regarding reservation of
posts in services for sports persons, socially and Educationally Back‐ward Classes, Ex‐Service
personnel and Women respectively shall be applicable to the service.
Provided that, no physically handicapped candidate shall be eligible to be appointed
to the service.

2. The candidates of all categories shall be examined by the Chief District Medical Officer/Chief
Medical Officer of the district to testify that they possess sound health and general physical
fitness for outdoor work in Forest Department.
3. The candidate must be of sound health, good physique and active habits and be free from
any organic defect or bodily infirmity.
How to Apply:‐
1. Eligible candidates shall apply to the concerned appointing authority in the prescribed
application form on or before 8th September, 2011 during working hours either by registered
post or hand. The application must be correctly filled in and complete in all respect. Incomplete
applications and applications incorrectly filled in shall be rejected. Applications received after 8th
September, 2011 shall not be entertained. The concerned authority shall not be held
responsible for any postal delay.
2. The application shall be submitted along with attested photocopies of the following documents
positively. If copy of any one of the following documents is not enclosed to the application, then
it will be treated as incomplete and liable to be rejected.
a) Copy of H.S.C. (10+) Examination Certificate duly attested by an Officer not below the rank
of Group‐“B”.
b) Copy of Mark sheet of H.S.C. (10+) duly attested by an Officer not below the rank of Group‐
“B”.
c) Two Passport size photographs duly attested by an Officer not below the rank of Group‐
“B”and signed by the candidate in ink on the front.
d) Copy of Caste Certificate issued by competent Revenue Authority in case of SC/ST/SEBC
candidates duly attested by an Officer not below the rank of Group‐“B”.
(Caste certificates issued by Tahasildar / Addl. Tahsildar having jurisdiction over the
permanent place of residence of the candidate shall only be accepted.)
e) Copy of the Employment Exchange Registration Card duly attested by an Officer not below
the rank of Group‐“B”.
f) Copy of Sports/athletic Certificate(s) showing representation in inter‐school
meet/representing in the Circle or District in school meet/ representing in the District in
Junior or Senior inter‐district meet/ representing the State in Junior or Senior National
meet/ representing Nation in international meet and winning medals in any of the above
meets, duly attested by an Officer not below the rank of Group‐“B”.
g) Copy of the required certificate, duly attested by an Officer not below the rank of Group‐
“B”, if claiming reservation of posts in services for Sportsperson.
h) Copy of certificate from the District Sainik Board in case of Ex‐serviceman candidate, duly
attested by an Officer not below the rank of Group‐“B”.
i) Five self addressed and stamped (Rs.25/‐) envelope of size 22 cm X 10 cm(Brown colour).
j) Copy of character certificate issued by an Officer not below the rank of Group‐“B”of the
State Government.
Issue of Admit Card for written Test:
Admit Cards for written test shall be issued by the concerned appointing authority indicating
date, time and venue, to those eligible candidates whose applications are correct and complete in all
respect. The list of eligible candidates asked to appear at the written test will also be displayed on the
notice board in the Office of the concerned appointing authority. The eligible candidates who do not
receive admit card two days prior to the date of written test may contact the concerned appointing
authority in person.
Written Test:‐
The Written test will be conducted on 25th September, 2011(Sunday) in two subjects i.e. Oriya
Language and Mathematics of Class‐IX standard. Each paper will be of one hour duration. Each paper
will carry 25 marks. The question papers of written test shall contain questions both of subjective and
objective types. If any candidate resorts to unfair means and impersonation during written test, his /her
candidature for the entire process of selection shall be cancelled and he/she shall be debarred from
appearing at future examinations. The names of candidates qualified in the written test shall be
displayed on the Notice Board in the Office of the concerned appointing authority.
Verification of original certificates:‐
The candidates who qualify in the written test shall be intimated to attend the Office of the
concerned appointing authority for verification of original certificates. Any candidate found possessing
invalid/forged certificate shall be treated as disqualified and shall not be allowed to undergo subsequent
test i.e. physical standard test. The appointing authority shall prepare the score sheet of the candidates
who possess valid/genuine certificates as per rules.
Measurement of Physical Standard:‐
The eligible candidates, who qualify in the written test and whose original certificates are found
to be genuine on verification, shall undergo Physical Standard test i.e. measurement of height (for both
male and female candidates) and chest (only for male candidates). The exact date, time and venue for
the purpose shall be intimated to the candidates by the concerned appointing authority and the same
shall also be displayed on the notice board of his/her Office. The names of candidates who qualify in the
Physical Standard test shall be announced by the concerned appointing authority and displayed on the
Notice Board of his/her Office. Those candidates, who qualify in the physical standard test, shall only be
allowed to undergo the subsequent test i.e. cycling test. The concerned appointing authority shall
prepare score sheet of the candidates who qualify in the physical standard test as per rules.
Cycling Test:‐
In cycling test, the male candidates are required to cover 1.6km within 3(three) to 5(five)
minutes and females candidates are required to cover 1.6 Kms within 8(eight) to 10(ten) minutes.
Candidates covering the distance in the minimum time prescribed shall be entitled to additional two
marks as per rule. The exact date, time and venue for the purpose shall be intimated to the candidates
by the concerned appointing authority and also shall be displayed on the notice board of his/her Office.
The names of candidates, who qualify in the cycling test, shall be announced by the concerned
appointing authority and displayed on the notice board of his/her Office. Those candidates, who qualify
in the cycling test, shall only be allowed to undergo the subsequent test i.e. walking test. The concerned
appointing authority shall prepare score sheet of the candidates who qualify in the cycling test as per
rules.
Walking Test:‐
In Walking Test, the male candidates are required to cover 25(twenty five) kms and the women
candidates are required to cover 16(sixteen) kms within 4(four) hours. The candidates who cover the
distance within a period of 3(three) hours or 3.30(three and half) hours will be entitled for extra marks
as per rules. The exact date, time and venue for the purpose shall be intimated by the appointing
authority to the candidates and also shall be displayed on the notice board of his/her Office. The
appointing authority shall announce the names of the candidates who qualify in the walking test and
display the same on the notice board of his/her Office. The appointing authority shall also prepare the
score sheet of the candidates who qualify in the walking test as per rules. The candidates, who qualify
in the walking test, shall only be allowed to undergo the subsequent test i.e. Medical Test.
Medical Test:‐
The eligible candidates, who qualify in the written test, physical standard test, cycling test and
walking test shall be examined by the Chief District Medical Officer/Chief medical Officer of the district
to testify that they possess sound health and general physical fitness for outdoor work in Forest
Department. The concerned candidates shall be intimated about the exact date, time and venue for the
purpose by the appointing authority depending on the programme intimated by the Chief District
Medical Officer/Chief Medical Officer of the district to the former. The names of the candidates, who
qualify in the medical test, shall be announced by the appointing authority and displayed on his/her
notice board.
Viva Voce:‐
The eligible Candidates, who qualify in all the above tests such as written test, verification of
certificates, physical standard test, cycling test, walking test, and medical test, shall appear at the vivavoce
test to be conducted by the Selection Board. The concerned candidates shall be intimated about
the exact date, time and venue for the purpose by the concerned appointing authority.
Select List:‐
The Selection Board shall prepare a list of candidates in order of merit on the basis of total
marks secured in Written Test, performance in High School Certificate Examination (10+), achievement
in sports and athletics, Physical Standard test, Cycling Test, Walking Test and viva‐ voce. Thereafter, the
Selection Board shall prepare a list of successful candidates equal to the number of vacancies under
each category. This list after being approved by the appointing authority shall be the “Select list” of
candidates for appointment against the vacancies in the grade of Forest Guards under direct
recruitment quota and the said list shall be announced by the concerned appointing authority.
The selected candidates shall undergo necessary training for a period of six months in any of the
Forest Guards’ Training School in Orissa on stipend to be decided by Government. The selected
candidates shall execute a bond before joining training. On successful completion of training, they will
be appointed temporarily in the post of Forest Guard for a probation period of one year. On successful
completion of both training and probation period, they will be confirmed in the post of Forest Guard.
